Kangaskan is on loan from Orrig's wife Dotra, who was WAY more into training and battling than Orrig ever was. She was a Gym Leader or an Ace Trainer or an Elite Four Challenger or something ridiculous, and insisted that she go with him to make sure he had an added level of protection while on his dangerous job.
